Wisconsin Sen. Gaylord Nelson, chairman of the committee, convened the hearing to determine why there is no adequate data on farm ownership. Simultaneously, a Senate agriculture subcommittee was holding hearings on the Farmland Preservation Act, which was co-sponsored by Nelson and would provide federal technical and financial assistance to promote state and local preservation efforts.
